Mr. AL Mansour is the Founder and CEO of Treasures Petroleum North America, he brings over 16 years of international business experience with a specialized focus on global crude oil trading. During his tenure, he has been responsible for the execution of numerous very large transactions and has overseen the growth of trade in excess of one billion USD annually. Previous to this, Mr. AL Mansour founded a real estate development company where under his management it became one of the largest developers in the Middle East. With more than 1200 employees, his company built many large-scale projects utilizing the most sophisticated construction processes and standards. Most recently Mr. AL Mansour built a manufacturing company in North America which he grew to over 250 employees. The company's solid fundamentals and valuable long-term supply contracts led to it becoming an attractive acquisition target resulting in it being sold in 2015. Mr. AL Mansour holds a Master of Oil Law in from the University of Oklahoma. and L.L.B from University of Beirut. In addition, he holds a Diploma in International Strategic Marketing from The International Organization for Professional Directors, London, UK. He wrote several studies about the Corporate Governance, Iraqi Crude Oil Deliveries, Crude Oil Global Transactions. Out of the law and the business, he also has religious, political, and historical studies.

Mr. Welles is responsible for managing all operating company duties including, financing, logistics, document control and risk management of Treasures.
Mr. Welles launched Octagon Asset Management (“OAM”) in 1998 to capitalize on the synergies between trade and commodity finance and emerging market fixed income. As the Head Portfolio Manager, Mr. Welles is responsible for all investment decisions including asset allocation, country allocation, hedging and disposition strategies and structuring arbitrages for the various hedge funds managed by OAM. Mr. Welles serves as the President and CEO of OAM, overseeing all facets of the business including accounting, tax, marketing, human resources, compliance, back office and all other operating company matters in addition to managing the portfolios. Prior to founding Octagon, Mr. Welles worked at Cargill Financial Services International, the financial markets group of Cargill, Inc. Mr. Welles initially served as a Director of Institutional Investments for Cargill Asset Management (“CAM”), and subsequently as a Proprietary Trader in the emerging markets trade and structured finance group (“TSF”). As one of the original members of the TSF group, Mr. Welles was part of a small team responsible for finding unique ways of using Cargill’s international trade flows to and from emerging countries to arbitrage capital markets, finance suppliers, subsidiaries and buyers, mitigate cross border risks and minimize balance sheet usage. Mr. Welles also worked with a team to manage Cargill’s subsidiaries’ local currency and short-term credit exposure in over 60 different emerging countries. Mr. Welles also serves as the Chairman of A Leg To Stand On, a non-profit which he founded that provides free artificial limbs and corrective surgery to children with limb disabilities in the emerging markets.
